A poor high is on the one hand an indication that the market is too long on a shorter timeframe. Thats why we see no follow through. On the other hand on a longer timeframe the up auction is not finished. Thats why we do not a see a strong high. Because the up auction is not finished these highs have the tendency to get broken. We also say they are in need of repair. In that sense a poor high is a bad or unsecure high.
The expected behaviour is a backing away from the poor high first (caused by liquidations from poor located buyers) and a later break of that high to finish the auction.
